For example: if we compare the outcomes for women who take up microcredit to those that do not, it could be that women who choose not to take up microcredit were different in important ways that would affect the outcomes. Many times, evaluations compare groups that are quite different to the group receiving the program. It is, by definition, impossible to observe – it’s an alternative universe! RCTs work by creating a group that can mimic it. The counterfactual is defined as what would have happened to the same individuals at the same time had the program not been implemented. In this way, the control mimics the counterfactual. RCTs do not necessarily require a “no treatment” control – randomization can just as easily be used to compare different versions of the same program, or different programs trying to tackle the same problem.
